A full-screen overlay that must be clicked before you read the article is not consent. It is a dark pattern with a legal caption. Real consent is reject-all as easy as accept-all, and the page still works.
Browser extensions that auto-reject exist because sites will not do this. Using one is rational. It is also why the banners get more aggressive.
If you run a site: one cookie for load balancing, no ad network until someone opts in, and no overlay. That is the whole policy. Everything else is a vendor PDF.
If you cannot explain the cookie in a sentence, do not set it.
